Overview

The Integrated Community Development Program (ICDP) serves as FCDC’s strategic framework, aiming to empower communities, foster comprehensive growth, and enhance residents’ quality of life.

The Central City Theater, Art & Events District (CCTAED) is a prime example of our integrated community development model.

The CCTAED initiative aims to revitalize and transform the theater corridor stretching from 6th Street to Folsom Street, along with the alleyways of Natoma, Minna, Jessie, and Stevenson in the South of Market (SoMa) neighborhood, as well as the Mid-Market area and Taylor Street to Geary Street in the Tenderloin neighborhood. 

Our vision is to transform these areas into safe, culturally vibrant destinations, fostering civically engaged neighborhoods through:

🎯 Streetscape improvements focused on enhancing safety and cleanliness, including better lighting, sidewalks, and public spaces
🎯 Strategic investments in the quality of life for residents, artists, visitors, and businesses

This initiative transforms the historic SoMa–Tenderloin theater corridor into a cultural and economic hub. It advances place-based equity, safety, and cultural resilience.

Key Goals:

  • Strengthen local arts and theater collaboration
  • Improve pedestrian safety and visual identity
  • Support legacy small businesses
  • Promote Filipino heritage in Mina/Natoma
  • Prevent displacement of community anchors

Alberto V. David Jr. Institute on Culture & Governance

Leadership Through Culture

Named after FCDC’s late co-founder, this institute trains leaders in values-based governance, cultural stewardship, and system-level advocacy.

SoMa & Tenderloin Housing Access Project

Housing Justice, Rooted in Community

FCDC is leading the preservation and protection of affordable housing in SoMa and the Tenderloin to prevent displacement of long-standing residents, especially Filipino and BIPOC communities.

Key Strategies:

  • Eviction Prevention – Providing support services, tenant education, and legal navigation to prevent displacement.
  • Preservation of Affordable Housing – Protecting existing affordable units from being lost to gentrification and speculative market pressures.
  • Property Acquisition & Development – Seeking funding to acquire self-sustaining community assets—like the Tenderloin preservation project at 237 Leavenworth.
  • Inclusive Community Advocacy – Fighting for housing equity that centers the most impacted: seniors, families, and low-income tenants.
